Sir,

In reply to Your Excellency's confidential letter of 28th February, I have the honour to suggest that the print of my minute on the subject of the amendment of the procedure under Article XXIII of the Treaty of Tientsin should be forwarded to the Secretaries of the Law Society and Chamber of Commerce, and that the following points should be put to the Committees of those bodies respectively:-

Whether the existing procedure for the recovery of debts under Article XXIII of the Treaty of Tientsin is satisfactory?

Whether it would be advantageous to the commercial community that the procedure should be amended on the lines suggested by the Chief Justice?
